Falun Gong Practitioners Tortured to Death in Weifang, Shandong Province

Summary

 

"WEIFANG, China -- Rising out of the North China Plain...this is an unremarkable Chinese city in every respect but one: Local police regularly torture residents to death. Since the beginning of the year, when police killed a 58-year-old retiree, at least 10 more Weifang residents have died in police custody...Weifang, which has less than 1% of the national population, accounts for 15% of those deaths."

 

Those are the words from a Wall Street Journal report on Dec. 26, 2001, "How one Chinese city resorted to atrocities to control Falun Dafa", by Mr. Ian Johnson, whose serial reports on the persecution of Falun Gong by the Chinese government won him the Pulitzer Award of International Reporting for year 2000. Ten months since Mr. Johnson's article, at least 10 additional Falun Gong practitioners have died in the hand of Weifang police. Authorities of Weifang, Shandong province are continuing their systematically persecution of people who practice Falun Gong with various forms of deadly torture, including injection of nerve-damaging drugs in mental hospitals.

 

The following is a list of the victims and brief reports of the extrajudicial execution of Falun Gong practitioners in the city of Weifang.

 

1. Xu Bing Died of Torture While under Detention

 

Victim:

Xu Bing, female, 33, employee of the Residential Registration Office of the Public Security Bureau of Kuiwen District, Weifang, Shandong Province. She lived in the west building of the Residential Hall for city employees on Shengli Street.

 

Location of Torture and Death:       

              Kuiwen District Detention Center in Weifang, Shandong Province

 

Perpetrators:

A Brief Report of the Incident:

 

Xu Bing had been detained several times and dismissed from work for practicing Falun Gong. In October 2000, she was detained again for going to Beijing to appeal for Falun Gong. Later, she was sentenced to 3 years of forced labor. Xu Bing left home in December after being detained in the forced-transformation class for Falun Gong practitioners in Kuiwen District.

 

About 7:00 p.m. of December 20, 2000, Xu and another practitioner, Lou Aiqing, were caught and arrested by the police when they were posting self-stick Falun Gong posters in the city of Qingdao. The police tortured them for the source of the materials they were posting. Later, the two were escorted from Qingdao back to Weifang and were detained in the Kuiwen District Detention Center.

 

Within days, Xu was tortured to death in Kuiwen District Detention Center. The police forced Xu Bing’s family to cremate the body on Dec. 28, 2000. Xu has an 8-year-old son.

2. Lou Aiqing Died of Torture While in Detention

 

Victim:

Lou Aiqing, female, 34, employee of the Bureau for Rural Business and   Enterprise of Weifang

 

Location of Torture and Death:       

              Kuiwen District Detention Center in Weifang, Shandong Province

 

Perpetrators:

A Brief Report of the Incident:

 

Lou Aiqing had been detained several times and dismissed from work for practicing Falun Gong. In October 2000, she was detained again for going to Beijing to appeal for Falun Gong. She was sentenced to 3 years of forced labor. Upon hearing this, Lou Aiqing left home in November.

 

About 7:00 p.m. of December 20, 2000, Lou Aiqing and another practitioner, Xu Bing, were caught and arrested when posting self-stick Falun Gong posters in the city of Qingdao. The police tortured them for the source of the materials they were posting. Later, the two were escorted from Qingdao back to Weifang and were detained in the Kuiwen District Detention Center.

 

About 5:00 p.m. of December 25, the detention center informed Lou's family that she had died 36 hours ago of a heart attack (at about 5:00 AM of December 24). Lou’s family noticed that Lou had been given heavy makeup and that her body was covered with injuries and wounds. Lou's family had taken pictures of Lou’s body but the police confiscated the film. The police forced Lou’s family to cremate the body immediately on December 29. Lou has an 11-year-old daughter.

A Brief Report of the Incident:

 

In the afternoon of February 17, Chinese Communist Party Secretary Li passed Chen Zixiu on the way to the train station. He immediately called the police and took her to the Falun Gong Detention and Transformation Center of Chengguan Street. Later, she was taken to Zhuangzhongyuan Detention Center. Chen Zixiu died after three days of torture.

4. Liu Shuchun Died of Torture While in Detention

 

Victim:

Liu Shuchun, male, 38, resident of Songzhuang Town in Changyi County, Weifang

A Brief Report of the Incident:

 

At the end of 2000, Liu Shuchun was sentenced to a labor camp because he practiced Falun Gong. At the beginning of 2001, he died from torture received at Changle Labor Camp. His whole body was black and blue. The labor camp officials wrapped up Liu Shuchun's head so that no one could see the wounds on his face. They notified his family of his death on January 3, 2001, but they did not inform his wife who was in a labor camp herself. She is now detained in Jinan Female Labor Camp for practicing Falun Gong. Liu Shuchun’s elderly parents and a 7-year old daughter are left unattended at home.

 

 

5. Mr. Li Huixi Was Beaten to Death during Detention

 

Victim:

A Brief Report of the Incident:

 

Mr. Li Huixi went to Beijing in order to appeal for Falun Gong. On April 21, 2000, he was arrested and escorted back to the local police station of Hou Town. He was beaten to death that night. The police informed his family of his death after they cremated his body on the morning of April 22nd, 2000. They also threatened his family members not to disclose his death. The police paid RMB 45,000 Yuan (about US $5,400) to his family members.

6. Wang Xiujuan Died of Torture While in Detention

 

Victim:

A Brief Report of the Incident:

 

From September 26, 2000 to February 12, 2001, Wang Xiujuan was detained in the Senior Center by the officials of Masung Township led by Sun Lanxin under the pretense of a "transformation class". She was confined in a cell 24 hours a day and visits from family members were not allowed.  Ms. Wang did not have any food for at least 3 days. She died on February 12, 2001.

 

 

7. Wang Aijuan Died of Torture While in Detention

 

Victim:

Wang Aijuan, female, 43, employee of the No.1 Cotton Mill, Weifang

 

 

Location of Torture and Death:       

              Fangzi Detention Center, Weifang, Shandong Province

 

Perpetrators:

1.      Wang Quanfeng, male, head of Fangzi Public Security Bureau, Weifang

A Brief Report of the Incident:

 

On April 3, 2001, Ms. Wang Aijuan, together with Ms. Li Zhilian and Ms. Song Hongzhi, distributed Falun Gong materials in Qingchi Town. They were arrested and beaten by the policemen from the Fangzi Public Security Bureau. Two days later, they were sent to Fangzi Detention Center. They went on a hunger strike as soon as they arrived at the detention center. On April 6, 2001, policemen of Fangzi Public Security Bureau led by Wang Quanfeng and Li Jinsheng trampled on Wang’s head and kicked her. The policemen then threw her to the ground and stepped on her temple not allowing her to move. If she did move, she was kicked in the breast and groin area. Her body was covered with wounds.

 

On April 7, Wang Quanfeng and Li Jinsheng gathered together many prisoners to tie Wang Aijuan onto an iron bench (a torture instrument). Then Wang was force-fed one-kilogram of salt. Shortly after the force-feeding, Wang Aijuan was in pain and started to vomit. She was not allowed to use the bathroom. On the morning of April 8, Wang Aijuan experienced severe pain in her groin area and developed a high fever. Shortly after, Wang Aijuan died. Her body was cremated on April 8, 2001 without her husband’s consent.

 

 

8. Wang Peisheng Died in Weicheng District Detention Center

 

Victim:

Wang Peisheng, male, 68, a retired official of Weifang Hardware Store. He lived in, Miaopu #1 Rd. Building #10, Xiguan Street, Weicheng District, Weifang, Shandong Province

A Brief Report of the Incident:

 

Wang Peisheng was the vice director of Weifang Falun Gong assistant center. He had been under surveillance since July 20, 1999. In March 2000, he was detained for writing to the National People's Congress about the Falun Gong issue.

 

On June 27, 2000, Wang went to Beijing to appeal for Falun Gong. He was escorted back by Weifang police. He had been detained in Weicheng District Detention Center for 15 days and was fined RMB 600 yuan. While in detention, he was locked in a hot and humid cell 24 hours a day and was sometimes forced to perform hard labor. He died in custody at 2:00 a.m. on July 12, 2000. His wife did not receive notice of his death until 1:00 p.m. that afternoon. The police forced his family to have his body cremated before the cause of death could be identified.

9. Yang Weidong Died of Mistreatment during Detention in Weifang Mental Hospital

 

Victim:

A Brief Report of the Incident:

 

On November 19, 1999, Yang Weidong went to Beijing to appeal for Falun Gong. On the morning of November 23, 1999, officers of the Nanguan Police Substation in Weicheng District brought him back and detained him in a damp and dark prison cell in a narrow hallway of the Nanguan police substation. He was forced to do everything, including eating and releasing himself, in the cell.  No blanket was given to him although the weather was bitterly cold. He hardly ate anything and was coughing all day long.

 

After being detained for two days and one night, he was sent to the Weicheng Detention Center by his work unit on the evening of November 24 and was sentenced to administrative detention. While in the detention center, Yang Weidong’s health deteriorated. The guard asked him a few questions but did not take any action to help him.

 

On December 8, 1999, his work unit sent him to the psychiatric department in Kangfu Hospital, where his health deteriorated further. Yang Weidong developed liver edema and his lower limbs were swollen.

 

On December 25, 1999, few days after his release,  Yang Weidong died.

 

 

10. Wang Yixin Died of Persecution While in Custody

 

Victim:

Wang Yixin, male, 61, was from Guojia Village of the Gouxi Town, Fangzi District of Weifang, Shandong Province

 

Location of Torture and Death:       

              Yard of the Public Road Station, Weifang, Shandong Province

 

Perpetrators:

Song Changchun, Deputy Secretary of Gouxi Town Branch of Chinese Communist Party, Fangzi District, Weifang

 

A Brief Report of the Incident:

 

Wang Yixin and his wife, Wang Zhihe, were locked in the bus station together with another six practitioners. During the detention period, Song Changchun, together with his hired accomplices, beat Wang Yixin. Wang was bruised all over his body.

 

On June 30, 2000, some people led by Song Changchun, the Deputy Secretary of the town branch of the Chinese Communist Party, locked Mr. Wang in the yard of the public road station for over 40 days. During this period, Mr. Wang was forced to sleep on the wet cement floor everyday. He only had a coat to keep him warm. Mr. Wang was tortured both physically and mentally everyday.  In the end, when the torture became unbearable, he went on a hunger strike for two days to protest. On the third day, he was sent home. While at home, Mr. Wang was unable to get out of bed, he could not eat and his complexion was sallow. In fact, he could not even use the bathroom without help.  Mr. Wang passed away not long after  he returned home.

 

After Wang’s death, the town government has been trying to catch his son and daughter-in-law, who are currently homeless.

 

 

11. Meng Qingxi Died of Persecution While in Custody

                  

Victim:

Meng Qingxi, male, 40’s, was from Mengjia Village, Mucun Town, Fangzi District, Weifang, Shandong Province

 

 

Location of Torture and Death:       

Town Law Office, Mucun Town, Fangzi District, Weifang, Shandong Province

 

Perpetrators:

              Government officials of Mucun Town, Fangzi District, Weifang

 

A Brief Report of the Incident:

 

On the evening of September 30, 2000, town government officials abducted Meng Qingxi from his home and sent him to the town law office to attend the “transformation class”. More than twenty Falun Gong practitioners were being held in the same room. Officials instructed the practitioners that whoever paid 2,000 Yuan can go home immediately.

 

Meng’s family had been fined more than 20,000 Yuan since 1999. This time, they were unable to pay the fines. During the day, the town government officials forced them to go home to borrow more money. At night, the town government officials took them back to the law office again. If they couldn't borrow money during the day, they would be tortured at night. Meng and his wife spent almost sixty days in the law office.

 

On the night of November 20, 2000, the town government officials beat Meng Qingxi to death.

 

 

12. Mr. Xuan Chengxi Was Beaten to Death

 

Victim:

Xuan Chengxi, male, 61, resident of Dongxia village, Beiguan of Weicheng District, Weifang, Shandong Province

 

Location of Torture and Death:       

Government office of Yuhe County, Weicheng District, Weifang, Shandong Province

 

Perpetrators:

1.      Chu Yongsheng, Secretary of the County’s Committee of Politics and Law, Yuhe County

2.      Chen Yonghua, Director of the Administrative Office, Yuhe County

3.      Chen Longshan, staff member of Yuhe County government

4.      Yang, head of the Armed Forces of Yuhe County

 

A Brief Report of the Incident:

 

On October 12, 2000, Xuan Chengxi was taken to the government office of Yuhe County. Chu Yongsheng (Secretary of the County’s Committee of Politics and Law), Chen Yonghua (Director of the Administrative Office of the county), Chen Longshan (a county staff member), and Yang (head of the Armed Forces Department) took turns beating Xuan Chengxi until he died. They cremated Xuan’s body without notifying his family.

 

 

13. Ms. Li Yinping Was Beaten to Death While in Custody

 

Victim:

Li Yinping, female, age 37, an employee of Weifang Animal Husbandry Bureau, Weifang, Shandong Province

 

Location of Torture and Death:       

              Shouguang Detention Center and People’s hospital in Shouguang, Weifang

 

Perpetrators:

1.      Head and policemen of Shouguang Police Station, Weifang

2.      Head and staff of Shouguang Detention Center, Weifang

 

A Brief Report of the Incident:

 

On June 4, 2001, Li Yinping was arrested and beaten by the police of Shouguang Police Station for gathering in a practitioner’s home in Majia Village, Sunjiaji Town, Shouguang, Weifang. Afterward, she was sent to Shouguang Detention Center.

 

In the afternoon of June 6 2001, Li Yinping was stripped of all her clothing and beaten. The police shocked her genitals with the electric baton. Her body turned dark purple and black and she passed out several times. After being revived with cold water, she was shocked again with electric batons. One of the police officers threatened to rape and kill her. They continued to shock her with the batons even as she began spitting up blood. Ms. Li was chained to an iron chair for the entire night and kept vomiting all night. By the next morning, she lost consciousness and no pulse could be detected, but the police still would not take her to the hospital. They sent plainclothes police with her to the People's Hospital at Shouguang after they determined that her condition was serious. She died on June 7, 2001.

 

 

14. Ms. Wang Lanxiang Was Shocked to Death by High Voltage Baton

 

Victim:

Wang Lanxiang, female, 60’s, a resident of Majia Village, Sunjiaji Town, Shouguang City, Weifang, Shandong Province

             Shouguang Detention Center, Weifang, Shandong Province

 

Perpetrators:

1.      Head and policemen of Shouguang Police Station, Weifang

A Brief Report of the Incident:

 

On June 4, 2001, Wang Lanxiang was arrested and beaten by police of Shouguang police station for gathering in a practitioner’s home in Majia village, Sunjiaji Town, Shouguang, Weifang. She was sent to Shouguang Detention Center.

 

On June 7, 2001, because Wang Lanxiang refused to renounce her faith in Falun Gong, she was repeatedly shocked with an electric baton for an entire afternoon. Afterwards, the guards switched to a different baton that delivered a very high voltage of electricity. They used this baton on the area of her heart. She died instantly.

 

After she died, the police immediately took her body to the funeral parlor to be cremated. Her son was only allowed to view his mother’s corpse from a distance. Police proceeded to cremate Wang’s body even though her son did not agree to it.

 

 

15. Ms. Yang Guizhen Tortured to Death for Distributing Falun Gong Flyers

 

Victim:

Yang Guizhen, female, 40, villager from Taojialin Village in the township of Guanzhen, Zhucheng, Weifang, Shandong Province

 

Location of Torture and Death:       

              Zhucheng Detention Center, Weifang, Shandong Province

 

Perpetrators:

1.      Wang Fuhe, assistant head of Zhucheng Detention Center, Weifang

2.      Guards of Zhucheng Detention Center, Weifang

3.      Zhao Fengyi, inmate at Zhucheng Detention Center, Weifang

 

A Brief Report of the Incident:

 

Yang Guizhen was arrested in September 2000 for distributing Falun Gong flyers.  He was detained in the Zhucheng Detention Center. The guards led by Wang Fuhe, the assistant head of the Zhucheng Detention Center, interrogated her on September 14, 2000. Because she refused to denounce Falun Gong, the guards instigated some inmates, including Zhao Fengyi, to beat her. After the beating, she was handcuffed to a chair for four days and four nights. During that time, she was not given any food or water and she was not allowed to go to the bathroom. When she was finally allowed to go to the bathroom on September 17, she was no longer able to walk on her own. She fell unconsciously to the ground and stopped breathing. A guard resuscitated her. As soon as she regained consciousness, the guards handcuffed her back to the chair again. A short while later, she passed away.

 

 

16. Ma Yanfang Tortured to Death in Zhucheng Mental Hospital

 

Victim:

Ma Yanfang, female, 33, employee of Zhucheng Ceramics Factory, Weifang, Shandong Province

A Brief Report of the Incident:

 

Ma Yanfang went to Beijing to appeal for Falun Gong in October of 1999. She was stopped on her way to Beijing and was sent to Zhucheng Detention Center. She was detained for 30 days and fined 3,000 Yuan RMB. Ma was then sent back to her factory to work under supervision. She received only 120 Yuan every month from the factory. In addition, the factory allowed her to work there for only two more years.

 

Ma went to Beijing again in May of 2000. She was arrested in Beijing and was sent back to her workplace to be detained for several months. Ma went on a hunger strike to protest. She was sent to Zhucheng Mental Hospital by her employer.

 

In the mental hospital, she was treated like a patient with mental illness. The staff injected her with chemicals and forced her to take other medications. After two months in the mental hospital, Ma died. Her employer forced her parents to sign an agreement and promised not to inquire further about Ma’s death.

 

 

17. Zhang Zhiyou Died in Police Custody

 

Victim:

Zhang Zhiyou, male, 45, from in Yuhe County, Weicheng District of Weifang, Shandong Province

  

Location of Torture and Death:       

1.      Judicial office of the county government, Yuhe County, Weicheng District, Weifang, Shandong Province

2.      In police custody on the way back from Beijing to Yuhe County

              Head and officials of Yuhe County government, Weicheng District, Weifang

 

A Brief Report of the Incident:

 

On July 21st, 1999, Zhang Zhiyou and his wife, Li Lingyun, were taken to the county government because they went to Beijing to appeal for Falun Gong. The couple were beaten and forced to pay 1,700 Yuan RMB (about $200) as a punishment.

 

In October 1999 and April of 2000, the county government officials took Zhang Zhiyou to the judicial office and beat him because Zhang’s wife went to Beijing twice to appeal for Falun Gong. His whole body was bruised and he was so severely injured in the chest that he could hardly breathe even after two months. The couple was forced to pay 8,000 Yuan RMB as a fine.

 

On October 4, 2000, they once again went to Beijing to appeal. On October 5, they were arrested in Tiananmen Square. On October 6, 2000, Zhang Zhiyou died in police custody on the way back to Weifang. His body was cremated in Cangzhou on October 8, 2000.

 

 

18. Zhou Chunmei and Her Daughter Sun Xiaobo Died due to Persecution

 

Victims:

1. Zhou Chunmei, female, 62, a teacher, lived in Building #4, Shihuyuan Xiaoqu, Weicheng District, Weifang, Shandong Province

  

2. Sun Xiaobo, female, 36, Zhou Chunmei’s daughter, an elementary school teacher, Weicheng District, Weifang, Shandong Province

 

Location of Torture and Death:       

              Weicheng District, Weifang, Shandong Province

 

Perpetrators:

1.      Head and officials of the Education Committee, Weicheng District, Weifang

2.      Head and staff of both victims’ work unit

 

A Brief Report of the Incident:

 

Zhou Chunmei and her daughter, Sun Xiaobo, went to Beijing to appeal for Falun Gong in June 1999. On July 20, 1999, on her way to Beijing to appeal, Zhou Chunmei was intercepted and dragged onto a police van. Both of her arms were bruised during the process. After July 22, 1999, her home was ransacked.

 

Thereafter, every day the education committee and work unit of both Zhou Chunmei and her daughter would send someone over to force them into giving up practicing Falun Gong. They threatened both women that if they did not give up by a certain deadline, they would be detained and punished.

 

They both died due to the persecution.

 

 

19. Liu Zengqiang Died in School due to Persecution

 

Victim:

Liu Zengqiang, male, 22, resident of East Zhanguan Village, Liulu Town, Shouguang City. He was a freshman of Weifang Teacher Training College

 

Location of Torture and Death:

1.      Head and officials of Weifang Representative Agency in Beijing

A Brief Report of the Incident:

 

On the afternoon of July 14, 2000, Liu Zengqiang went to Beijing to disclose the truth of Falun Gong. He was arrested by police near the Beijing Summer Palace and was sent to the Weifang Representative Agency in Beijing. He was beaten until his face, neck, and head were raw and bleeding; he had difficulty walking.

 

On July 18, 2000, he was escorted to the Security Department of his college and was detained there. His college then demanded that his family pay the school 500 Yuan. In addition, the school claimed that if Liu continued to practice Falun Gong, he would be expelled. During this time, the local police constantly threatened Liu and harassed him to sign a statement refuting Falun Gong.

 

On July 22, 2000, Liu Zengqiang died in school due to the persecution by Weifang Teacher Training College and Weifang police.

 

 

20. Wang Wuke Died While in Police Custody

 

Victim:

Wang Wuke, male, 20’s, Gaomi, Weifang, Shandong Province

 

Location of Torture and Death:       

              In police custody on the way back from Beijing to Weifang

 

Perpetrators:

              Policemen of Gaomi, Weifang

 

A Brief Report of the Incident:

 

On October 1, 2000, Wang Wuke went to Beijing to appeal for Falun Gong and was escorted back by the local police, together with about 100 other Falun Gong practitioners. Wang Wuke died in police custody on the way back.
